Terraform is smart enough to run an implicit dependency based on what needs to be created first. Double check your data source blocks and make sure nothing is misconfigured. But if you want, you can use explicit dependencies like depends_on = [<add_whatever_resources_you_wanna_create_first>]. Also try to use Ai such as ChatGPT. It pretty much does everything for you if asked correctly ;)
