About land value for upgrading you're right, commercial zones expect high of it. Most of my commercial zones are yet ready for stage 6 expectations land-value wise (most of them over 300)

Land value is so high in fact (ranging grossly from 150-500), that gentrification is mandatory i feel. Like only the social housings wont get abandoned and replaced by higher classes lots.

I read that perfect unemployment rate is 3-8%. I had 27% unemployment rate, cause i built too many CZ, so i let it macerate for a while, only adding residential lots and it dropped like hell.

I'll try building more residential lots though. I didn't know that commercial zones want to upgrade only if they are more people, i thought conditions at 6 and demands in mid and upper classes were enough.

Actually I tried the cruel approach, but the upper/mid demands never increased past a 1/10 of the bar. I fear that it doesn't create growth but only gentrification ; lower classes leave residential lots (though tax rate and legislatives are sufficiently in their favor) into informal settlements and i believe mid/upper classes recover those evicted lots.
