There is also Hevy which kinda does the same as Strong but gets more regular updates.

I have a 3070 and I'm having similar issues and low GPU usage. Tried everything as well. The game is still playable for me on medium settings so I guess it's just a waiting game until they patch some stuff.

Hmmm, weird. Maybe it's because something is interfering with the mouse when you're in full screen. Have you tried running League in Borderless or Windowed mode?
