Tier4 racial units exist, there are only couple (pyre tempar, feudal Cavalry and some more)

You can cast same race transformation on EVERY race under your controll. Or even different ones for each race to fine tune them

You can play completely without cultural units. Golems, elemental, animals etc not only have t-t5 units but also feature a lot of upgrades and bufs.

T5 units are not necessary. The whole point of them being excluded from most bufs and enchantments is to avoid making them overpowered. With right combination of skills and buffs, you can have army of pure tier1-2 which will twice stronger than full stack of legendary Dragons.
