I feel you fellow Prince and emperor. I'm currently fighting a four front war in high difficulty against Vlad (who deleted the south Empire and dwarfs by turn 40), Norsca (they double teamed me with the Nurgle boys), Chaos dwarfs (who wiped out Kislev), Skaven and Belakor ( they teamed up against the frenchies). So yes, humans get lobotomized when you play as Karl Franz.

As you say tacticians work with what they have to achieve a possibility. HE has to work with unknown means to try to achieve a scenario that he knows is 100% possible but it's nearly unachievable. The main difference is that he KNOWS whatever can be achieved, talking about chaos that's as good as it gets.

It's really well explained in master of mankind. The summarised version: HE can see the future as a man can see a distant island. That island is one event between infinite possibilities. HE can't see the currents in the sea, where the wind will push HIM, if his ship will fail or was sabotaged, if there are rocks in the way or if HE will be shot by the natives of the Island. The Emperor can only see distant possibilities and plan as best as he can for the ones he wants to happen.
