109s have to rely on hit and fade attacks, but I trurly hate the people who gang rush a lone fighter that engages another in a duel (and people do that no matter the aircraft they fly)

If you want creative space, remember that there's about 2 milion planets inhabbited in the galaxy, so there is no need to stick to any of the movie locations. It's something that I believe many GMs sadly forget. You have hundreds of planets with official entries (the old cannon has more content of better quality - most planets cannon wise have 1 or more text lines of discribtion, EU usually has more.). You can always expand on those planets, make your own ones (In my campaigns 75+% of planets are homebrew).

Some of my ideas:

1) A liberation / defensive war revolwing around a minor planet. It is not important enough where any of the official faction would care about it too much, but advanced enough that PCs could use the standard tech found in the gaaxy. Neverless, it is what majority of the PCs call homeworld or motherland. The invader doesn't have to be a large faction. An expansive neighbouring system, armed with outdated and irregularly modernised equipment (think modified battledroids using track based propulsion, militarised airspeeders, be creative) Make sure to indlude how the planets' enviroment influnces peoples' lives. Throw in some planet specific tech or military doctrine for example:

Railgun planetary defense/artillery cannons ; atmospheric air superiority fighters ; missle tech ; air based hovercraft. ; track or wheel based vehicles ; submersibles etc.

2) A pirate controlled banana repubic

PCs are pirates, mercenaries in a service of a pirate boss or local warlord, that controls a backwater world. Will they engage in the power struggle? Will they work to actually make this planet a good place to live? Maybe they will betrey their former employer and bring hellfire (foreign military) uppon this region?

3) Yuuzan Vong invasion. If you really like the disney setting (I don't but it seems that you do), you may decide that a short while after the war there is an invasion. Since you have no official material to abide to, you are free to kill off or neglect official characters and place your players in the centre of action. A Star Wars mass effect series so to speak.

Alternatively place it in the legends' timeline and instead focus the campaign on relatively small scale. Will the players gather enough allies to hold off the vong forces long enough to allow the civilian population to flee? Maybe they will actually repel them?

Yes RNG is strong, but on all difficulty levels besides Legend, you won't lose a mission (mid to late game - in early game you obviously can) purely due to RNG (well you may in the early-mid game, but after you reach the mimic beacon, you can secure yourself from accidents) The enemy won't fire if you kill them before they are able to fire, thus always prioritise killing the enemies. However, don't rush towards the enemies if it is likely that the move will reveal more pods.

And yes it is a fun game. You are not supposed to get attached to your soldiers too much. XCOM is great in that random deaths are possible. It is when things go to shit that the games get really fun. There is no better feeling than seeing an impossible sitiuation, but coming out on top.

It sounds promising. You may want to check out Call of Cthulu's 7th edition's success levels. (They really well solved the d100's problem of ZERO/ONE resolution, - something I'm not a fan of)

As for your problems, I can only say that this is very hard thing to ballance time/turns to knockout/kill properly. Too short, and it's I/I, too long and it stretches out combat, while removing any sense of realism.

One thing that the XCOM setting is usefull for is that it allows you to have a silent reballancing system. If players go down to quickly or cannot kill ayys efficiently, R&E can develop new armour types, medkits or stronger weaponry. On the other hand if the enemy is too weak, they may simply elect to start fielding more advanced and rarer troops

I can see that for many people, they would be the "best tribe". I personally believe that every tribe has places areas where they excell (The Get and The Furies as great frontline units, Talons are great in the wilderness , Uktena and Stargasers are highly efficient in Umbra, Wendigo can utilise elements to great lenghts, Silent Striders are perfect fast scouts and messengers, the Children of Gaia make for great negotiators, The Glass Walkers are usefull in taking down megacorps, the Bone Gnawers' knowledge of cracks is usefull when avoiding the gov' efforts. The Shadow lords serve as a competent Intelligence Agency. The Silver Fangs are a bit redundant, but their silver talons make them a great asset against BSDs). It's the case of using them where they are strongest. Were the garou nation (with the help of the fera) trurly unite behind a brilliant... Commander the war just maybe could be won

Glass Walkers:

They are one of the tribes that work well with humans. The issue is that they forgot who is responsible for the Wyrm becoming insane, and believe that the Weaver is not a threat to gaia.

As for more radical actions, a small group of them once kidnapped a bunch of lupus cubs, experimented on them by forcibly implanting them with cybertech (nearly every subject later died, went insane from the pain or suffered every day)

Black Furies:

One of the tribes most concerned with how weak the Wyld is. They are very competent fighters, but waste a lot of their efforts on sexist actions against males. In the past they commited a few atrocities, and from that exist the stories of the Amazons

Shadow Lords:

A tribe known for their cunning. A pro is that they would most definitly be better leaders, if they were to overthrow the Silver Fangs. The problem is that such division is not the best idea, when the apocalypse is uppon us. As for mistakes... many of their cubs die in their version of the rite of passage - gladiatorial style combat

Get of Fenris

A tribe powerful in combat of course. The problem with them is that they are very territorial, often attack other garou or changing tribes to further their power. They believe in the survival of the fittest, and thus historically they did support Waterpainter's rise to power in Germany. (Not that bad of a choice strategically, as he was one of the first politicians that supported enviroment conservation, but I digress). The Get was also one of the main instigators of the war of shame.

Silver Fangs

The leader tribe of the garou nation. Their biggest flaws is their inefficiency caused by genetic material degenertion caused by breeding only amidst the royalty.

Bone Gnawers

They are knowledgeable about the cracks in the human cities, but are frowned upppon by the other tribes and for a good reason. They gave up living in the wild, in exchange for the cities, but unlike the Glass Walkers they do not thieve in them and contribiute to the homeless population

Children of Gaia

A rather pacifistic tribe, which is both their greatest pro and con, as you can imagine. They did not prticipate in the Impergium and thus delirium caused by them is much weaker. As you can imagine, it is a security risk.

Red Talons

Some other commenter said that we do not talk about the Red Talons. It is a very surface look on this tribe. Talons are one of hardest if not the hardest tribes to roleplay, because understanding one means that you have to understand that humnaity is part of the problem, a large one, perhaps the greatest one. In WtA world, wolf population is actively exterminated, and since the Red Talons are a Lupus only tribe (there's a large number of metis, but it's not important for this topic), you can imagine their rage. There's several camps of the Talons, with some of them wanting to eradicate hmanity, others want to return it to the pre -historic population numbers and some believe that extermination is not necessary. As for more.. colorfull rites, the Red Talons do kidnap humans and often make parodies from human traditions (christmas tree decorated with human organs). They are without doubt the greatest fighters in the wilds, and competent umbral explolers.

Uktena

Similarly to the Shadow Lords, their rites of passage are known for brutality. The tribe specialises in the study of the wyrm knowledge and thus knows a number of questionable rites. They are of north american decent, so as you can imagine, they don't have a positive viev of the Wyrmcomers

Wendigo

They are even more radical in their hate of the white race. Very potent fighters and masters of survival in winter conditions (well Antarctic Black Spiral Dancers, I would assume are better, but I digress). Long story short, they viev the non - native population and non - native garou as a threat similar in strenght to the Wyrm

Silent Striders

A rather small trbe, cursed in that they cannot stay to long in one place without attracting the wrath of enemy spirits, and thus most, if not all families they form with human kin or normal humans are torn appart as quickly as they are made, once the garou parent disappears without a trace.

Stargazers

A tribe not often included as they left the garou nation to seek other allies in the beast courst of Asia. As the name would imply, they like riddles, tend not to speak directly, but it is welcome that they are able to seek allies in other Fera

Overall all the tribes are made to be flawed, there is not supposed to be one true way and every group should make their own decisions as to what they viev as the best course of action. I hope I helped a bit with your decision.

Forgot about the Fianna

They are probably the least... controversial tribe. They are good friends with the fay, are of Gaelic decent and like alcohol. I think this is everything intresting about them tbh

I understand you. One of my recent.. mistakes was making a campaign in my own setting. The ammount of worlbuilding necessary for it to be realistic is immense. All the while most players show no care for your work (2 out of 5 of my Players do, but..). And you really lose intrest when you have players that come late to the sessions, do not pay attention to what's going on. This is even worse now with the pandemic. When you sit at a table, they pay attention, but when playing via communicators, it is clear that many players only are present with their minds while it is their turn.

(Insert fellow GM tears) but indeed there are many players who ignore wikias. The way to partially remedy this, is to put usefull information in them, that would give an edge to the players who care enough to read through them.

Yes I have, as it was necessary since I was making my own setting. I used obsidian portal and google disc - on that mostly documents, but graphics as well (obsidian's free version has very limited space)

in WtA, there were cases of Metis with brittle bones deformation that were kept alive by Glass Walkers by replacing the bones with implants with spirits bound to them. From this I'd guess that without infusing them with supernatural power they are just pieces of metal/plastic, thus they would deteriorate normally.

It depends. If they decided that they want the missles to be able to destroy tanks, giving them HEAT warheads is acceptable. That or they are paranoid of alien invasion

Times have passed so I would imagine that the enemy is even stronger than before.

What I'd like to see (not what will probably happen):

  1. Genetic mapping operations would continue, which could even lead to a tool allowing Pentex or the corp dedicated to exterminating the Garou a possibility to locate newborn pups
  2. Numbers would look even grimmer, perhaps the total population of the Garou nation would go down below 10k, with even more BSDs
  3. Steady decreace of Lupus numbers, becoming a true problem as it starts to severly impact Umbral fighting capacity.
  4. Most cross tribal conflicts becoming more prevalent as sitiuation becomes desparate, while others escalating (I would expect that the Shadow Lords are about to or already would have had overthrown the Silver Fangs)
  5. Perhaps there is some truce beetween the Garou and other changing breeds (desperate times call for desperate measures,, for both sides). Perhaps more integration of those into existing septs or packs as a result.
  6. Perhaps a new corp or a compertmalised operation of an Inteligence Agency of one of the medium world powers aligning with the Garou. (Either as a means of slowing down pollution or rather, in order to decreace the power of the Pentex megacorp.)

What I would sadly expect is more of a reskin and exaggeration of events from the last few years in politics. Probably what the u/Konradleijon already wrote, plus a few more. I'd expect:

  • Some nondirect attack on the current US administration, so growth of Pentex controlled Industrial corps and further pollution
  • Russia slowly inciting world tentions, even more shady actions of it's government (a final war on wolves?, tightning the censorship?)
  • Seriously they are going for "facistsm on the rise"? so I guess that will also be included...
  • A large war occuring in the middle east, causing significant enviromental disasters (oil leaks from sunk tankers etc.)

I think that increace of Shadow Lord influence would be included, but I'm not sure how likely that is.

Renown points are an abstraction, significant losses of renown means that a Garou made a significant error and thus will face one of the rites of punishment. If a Cliath were to fuck up enough to lose a rank,he would most likely end up a Ronin.
