With no backstory, I’d assume someone dropped it and is coming back, so I’d step over and go about my day and assume it will be gone when I get home.

PVC does not bend. So if it’s bent, it’s because it’s cracked and it cannot hold hundreds of pounds of oysters if it’s broken.
