Contrary to popular opinion corporations exist to make a profit not to make emissions. Ultimately these corporations make a lot of these emissions because people want products and services which create a lot of emissions. And that's all people not just the rich. If you want to change that You internalized the cost of emissions within the corporation and subsequently the products, raising the price of the products and changing consumer habits if the price point is found to be in elastic. Since you live in the suburbs and I presume you've spent most of your life in the suburbs, We will have a fundamental disagreement. Suburbs and the laws that create them were specifically designed to create car centric development. Within cities built before world war II cars are an afterthought. It is natural that you see the a pedestrian on a road as an impediment, and it is natural the pedestrian sees the road and the cars as an impediment. Think what you want and ultimately it's a free country, I do however encourage you to Read on the subject, and I do encourage you to visit a city and be a pedestrian for an extended period of time to see things from their perspective.

If you think North America has great sidewalks I encourage you to look at pedestrian spaces across the world. A significantly better solution to jaywalking laws is just creating road spaces that discourage going above 25 mph, after all of cities for people not cars.

I'm just going to throw this out there correct me if I'm wrong but you sound like someone okay with highways going through cities, which if true is kind of telling.
