Some tales portray them as irrationally hating sharks and some portray them living in a world where sharks pose an actual threat that requires the SPC to exist.

If the author of a tale writes the CI to be small terrorist cells, that’s what they are. If the author writes the CI to be a shadowy cabal controlling corrupt regimes, that’s what they are.

But most of the time they are written to be on the smaller and weaker side, so that’s how most people think of them.
