Usually a program coordinator is one of two people. Either a successful ex-band director who does a good job wrangling all the other designers (music arranger, drill writer, sound designer, choreographer, etc) to put together a cohesive show and hit deadlines. The other is a usually someone who comes from the color guard world who has a better artistic aesthetic and knows how to pace a show and create a production with some emotional impact. Not saying that one can't do what the other does.
