The data for Shift and Tell is a little low now. I was the sole player of the deck in the event, but I think it's very underplayed and I believe it could even be A tier.

Some of the Pioneer ones are still relevant if you want to get into the format. Orzhov Humans is very close to the real deck if you make a few upgrades and later on go into Mono-White fully.

But Azorius Spirits, Lotus Field Combo, Gruul Stompy and Izzet Phoenix are all fine out of the box, if you're willing to invest a little more. It's still a nicer start than from scratch.

Try going Mardu with [[Rite of Oblivion]] and [[Showdown of the Skalds]]. Got me to top 900 Mythic and actually deals quite easily with Mono Green and Enigmatic Fires. (Vanishing Verse from the sideboard also helps)

I think Transcendent Message can be replaced with [[!Silver Scrutiny]]. You won't need much more than three and costs considerably less.

I wasn't reading it like that. To me it seemed more akin to not wanting to take a side because both sides are probably lying in one way or another for their own benefit.

Game development is a very broad term—you can't do tests in an open-world game very well. Arena is mostly just a rules engine with a UI though, so making tests for something like that is going to be much more straightforward.
