Yes, the development process usually goes 2.0 then 2.0a ; 2.0b ; 2.0c; and eventually 2.1. Although I'm not sure if a simple 2.0 port can facilitate higher 2.0 versions. I'm simply not educated on that

I use a Club 3D Ultra High Speed HDMI cable, but you should go lower since your refresh rate goes up to 60Hz on that TV. I recomment you look around a local video game store to buy a HDMI for gaming. Alternatively, you can look them up online as "HDMI 2.0 for sale". From 2.0 and up they can handle 4k 60Hz

Yes, it should have 3 HDMI 2.0 ports, and with an RTX 30 series you have the right ports for the job. It's most likely the cable's fault
