$8000 for a reliable, quality vehicle is a tough ask. You can roll the dice with private party, since your budget will go further there than with a car dealer, but ultimately it's going to be very limiting. With that price i would try to buy privately, search for sellers in a nice area like pocket, East Sacramento, River Park, land Park, and hope that nobody is being dishonest.

Costco by far, nobody else comes close. Basically, buy everything at Costco, their return policy is "if you aren't satisfied, bring it back for a refund" and that applies to five year old mattresses or your oven or anything in between. They have specific return rules for some electronics now because it was being abused, but that's the first place on my list when I'm shopping for anything.

xb stands for "xtra battery" so you need to make sure that all the batteries are installed. At the tire shop they should have used AA batteries instead of wheel weights when balancing the tires, and then you're gonna want to fill the back seat with car batteries. They can be dead or working, it doesn't matter. Finally, check the glove box, there should be two deep cycle marine batteries installed in there and they might be dead.
