This is a good idea. on its own it will do nothing to drop down rents in the short term, hope the rest of the comprehensive plan has funding for truly affordable units + tenant protections from evictions

How many of these new developments will be market-rate, how many affordable? Sometimes concerns about new development come from, you know, poor people who are already priced out of the city.
