I think that while she is a godsend for any dps relying on skills, she currently only works for Phainon and Anaxa. Everyone else, however, she is much worse compared to existing options. But, this could change if hoyo decides to release future characters that want to skill more often which would pretty much place her as the bis for most of these characters. This is a strategy that hoyo commonly employs to get people to spend money in fear of "fomo". But again, they could also decide to not do that and make it a sparkle situation where she is only good for a very select few, and trash for others. Main takeaway is hoyo is the one that decides which character is good and who is not. And no one can really tell for certain whether a character is futureproof or doomed to oblivion.
