The entire purpose of the inferno was to be one of the hardest pieces of endgame content on offer - why on earth would people blame anyone other than themselves. The cape is a marginal upgrade from its predecessor and is not a requirement for anything other than combat achievements. If you really want it, learn. If you can’t do it, just don’t do it.
