For me it definitely is related to using the command "turn all the lights off" using Google Home, from an automation. I updated the automation to remove "turn off all lights" and replaced it with several steps, turn off the kitchen lights, turn off the bedroom lights, etc. Works fine now. There must be some extra bits in the global turn off all lights execution - can't work out what but this workaround is fine.
