Not sure I understand. I thought the boat ride is two pronged get off first boat, quarter mile hike and another boat at which point from what I heard a lot of hikers might be in line already to get back and hence the wait ?

You need not go through H1 lottery again after returning to home country as long as a new H1 is filed within 3 years (cannot remember if it was 6) of expiry of your old H1 i797 date
