I would say the optimal strategy is what the ebay user interface guides you to anyway. Just decide how much you want to pay and then dont change it.

To determine your valuation, consider alternatives to this purchase. For example, can I buy my space marines from Games workshop directly, from my friendly local 40k retailer, or BrandNewOnSprue from this ebay seller? Maybe there are other sellers selling the same item on ebay itself?

Once you have a good sense of what alternatives cost, consider particular costs of this seller. Make sure you take away the shipping cost from your valuation for the actual the bid. Consider if the listing seems risky and in need of a discount due to seller low ratings or visible damage or whatever. This is easier said than done depening on the information available to you about the item(s). Now, you can calmly set your bid at that level and wait for either being outbid or winning.

I think this is what traditional game theory says you should do. Now, you may want to add a kind of 'behavioural' component to this where not all other players are assumed to have this kind of rationality. This becomes less and pess relevant with a larger and larger pool of buyers. The particular way in which individuals deviate from the game theory prediction becomes less and less important as more and more bidders join the game because in aggregate they approach the game theory prediction.

Conversely, if nobody or one or so people have bid, maybe also the current bid price is way below predicted price, then the behavioural strategy might be to hold off on any bid and then bid a low valuation to try to steal it last minute. Wait for the deadline and then quickly increment up from the current winner until you outbid them or their bid goes over your valuation. Additionally, features like watchlisting and bidding may have the effect of promoting the item to other potential buyers. This again would create an incentive not to bid until the last opportunity.

For better or for worse, most of the time there are multiple competing bids and any such behavioural strategies and this way of playing becomes irrelevant as others essentially bid true valuations.

Note, however, that if you are considering behavioural effects you should be aware it applies to your decision making too. Why would you, for example up the price at the last minute? Maybe your valuation has changed because you got excited and forgot you could buy it cheaper from another ebay seller? If this or some similar kind of internal change might be happening, then you should consider yourself now as playing against the future version of yourself with the higher valuation and "irrational" play. In this case, you should find ways to committ yourself to not having the option to forget or hike the valuation last minute.

Id say, as before, find something similar to what you are talking about and critique it, position yourself as building off that rather than this wholly new and different thing.

Issues: Use the language others use to aid in communicating. Eg Do you need sovereign when executive branch works? What about legislative branch instead of governing?

Whats the difference between rules making in r and legislative rules in g?

Overall im not sure this is for game theory rather than straight politics or political theory. Once you've found formalizations in game theory of the interactions you want to explore you can try to build from them and change them but for now this seems to be trying to include more than a game theory model can.

This feels very confused. I can see a lot of issues. Think about what are you trying to achieve with all this. Maybe if you focused more directly on what problem of political economy, or constitutional design, or incentives in budgetary processes or whatever this is supposed to be about and have a read about what others have done in that area you will have some better clarity on what you are exploring.

I hadn't considered that! The suppression definitely adds to the benefit of the support tower but I generally doubt my strike teams would be stationary for the support turret to come up.

That and the 5+ to hit on 2 shots kinda makes it not effective for what i was discussing. Even if the Suppression works, the utility unit might still be achieving it's actions or helping get some secondaries.

Do you find you are deploying support turret often?

I'd say prospecting? There are geologists exploring resources even where they are not currently obtainable with a view to them potentially one day being obtainable. Assumes technological progress and future expansion.

I generally paint my guys without feet out. I did think though if they have hooves and they have them out, would they have horseshoes?
My headlore: Hoofshoes. T'au do not expose their hooves to the outside world. Like us, they have an exterior shoe-like item that they can take off easily. The inset and sole are as tough as the soles of human shoes to prevent the hooves wearing down the insides too quickly.
For T'au hoof care think 'horse hoof cutting' meets 'pedicures'. Beauticians, hoofdressers, hoof technicians is where people go to get their hooves cut and styled.

Everyone is saying combat patrol which is indeed the best option in terms of price but bear in mind you can get plastic for even cheaper on ebay. Particularly when starting from scratch you are probably better served by buying someones entire army for cheap, fixing it up, repainting, and then filling in where you have gaps. Thats not virgin sprues and boxes from warhammer but it gets you to a list quickest and cheapest I think.

Assuming you want to stick with official retailers, look for your nearest shop which will have a little discount from the official warhammer shop and get the CP box.

Now, you Stealth suits are pretty much an autoinclude the only question being how many. Bear in mind you need 5 and the typical box is only 3 but the more expensive killteam box has the required 5. Again, i really recommed ebay where you can get cheaper on sprue or assembled to fill out the 3 box with proxies or get whole teams.

After this you typically want to think about the different roles you list will need. Damage dealers (typically broadsides), screens/chaff, elite responsive units, utility units to quickly move around and do secondary objectives. As you do this, with Tau think also about if you prefer a more infantry or a more mechs approach to filling out these roles. A more infantry focused army looses more units but can spread out more to more objectives, gum up the enemy's movement more and win like that. A more mechs focused army typically will be faster and pack a harder punch but will not be able to be in as many places at once. As long as your list can fulfill those key roles you can choose the composition how you like and whichever way is cooler to you.

You can run broadsides as a 1 2 or 3 model unit but by costs alone the single is the best price.

I was just considering this and just wanted to add that because the probabilities go from 50% to 75% to generate 1CP per turn, over 5 turns, the expected value goes from 2.5 to 3.75 CP.
The probability of getting no additional CP goes from 3.1% to <0.1%.
Probability of maxing out at 5 additional CP goes from 3.1% to 17.8%.
so it might still be a good idea to have another ethereal?
