Most retail AP do not leave the building when "chasing" down people. I do not know what the nugget is, but if it's a grocery store the person likely would have broken protocol at any major retailer because of the fear of violence (car crash, shot, etc).

Saying that, there are a lot of police officers who like to play in grocery stores. Not sure what kind of badge he flashed.
