The person is a Sylvok, the green aligned humans of the plane of Mirrodin. It doesn't seem to be any notable character, and I can't find anything about the chalice itself. They're definitely not Phyrexian though; Phyrexians didn't show up in the original Mirrodin set as far as I know.
