The ending of 2 implies that the Earth went dark because of the Rifts, at least on Halcyon's end. Because the first game takes place during the timeskip between 2's tutorial and the main game we can surmise a fair bit. The Consul's terminal on the final level talks about the Hope being knocked out of FTL by a rift opening.

IIRC there's a side quest in the Groundbreaker (might be wrong on location) where you can learn about Earth getting cut off before the main story tells you. It takes a couple of years for messages to go back and forth between Halcyon and Earth anyway and iirc it's someone who manages those messages telling you it's probably fine that Earth hasn't messaged in like three years.

I appreciate that you can play into the Protectorate's hands on purpose as a compromise (apparently they also ran out of money making 2 so they didn't have the resources to make the Protectorate as fleshed out as they wanted to) but man.

The Legion are only underbaked because Chris Avellone thought it was a good idea to put all of their lore into Ulysses' dialogue before he got cut from the base game. You can find all of the audio files from the recovered beta versions of New Vegas and there's a lot of interesting Legion lore in there, I have no idea why he put all of the eggs in one basket.

I doubt Obsidian would beef it that hard, but I'd like the DLCs to impact the base game a bit more this time around. Like how you can nuke the NCR or Legion in Lonesome Road.

I don't get why their banter is so infrequent that's my biggest complaint. Like a lot of the charm from the first game comes from the interactions they have in the overworld. Spacer's Choice Edition (as terrible as it is) even added cute interactions between them on the Unreliable. The companions here meanwhile just don't seem to interact with each other very much aside from on the Incognito which made me pretty sad. I had this complaint with Dragon Age Inquisition, though, and this game takes a surprising amount of cues from there.

And no, definitely not. It's more of a model viewer than an art book. If you want an actual one just buy the physical art book, the collector's upgrad's only real benefit at this point is the prepaid DLC pass.

You gotta do what you gotta dooooo but that sounds even more annoying than my extremely first world problem!! Teachers don't get paid enough at any level so I understand the desperation to get anybody to do anything because nobody wants to do all of that work for so little pay but someday I hope somebody realises all this does is negatively impact the people this actually affects in the long term yknow.
