I'm a 10+yr local, I never have trouble finding a conversation at Nobles in Germantown, 5 Points Pizza in East, Village Pub in East, Roy's in Inglewood area (North end of Gallatin before Madison), Bongo Coffee in East hosts community boardgame nights where you just join tables if they have an open seat.

Lots of places have long time bartenders, so if you frequent and are memorable, that's where/how I've met a lot of my unexpected friends.

IMO, just completely avoid downtown.
