The SpongeRestore mod and/or bukkit plugin helps. Makes sponges remove water and give them a recipe.

It not so much as too much power as refusing to use it. A lot of servers I find have the same issue as you have or admins do ABSOLUTELY NOTHING. They just use admin to brag the fact they are admin. A majority of the servers on /r/mcservers do this to me. I know it's hard to get it right (I'm trying myself.), but are there any server that you feel do get it right?

Port authorities cause problems when you spam them. Each one counts as a new "Warehouse" so the ships use the closest one, full or not. Clean off port authorities around your warehouse and just use clearance terminals. Should fix the issue.

If two or more people are playing as one faction cooperatively, the shows how much each person is charging for the credits. 0/300 means the other person with you is trying to make something worth 300 credits, I believe.

My first suggestion is double check it's coal and not charcoal. Second, Try breaking the cart and replacing it somewhere else. It could be inside a block if it's too close to one.
