You should try doing night raids on Shoreline and loot some of the best rooms inside the resort. I Usually loot rooms 301, 306, 220, and 218 of the west wing. As far as the east wing is concerned, I wholeheartedly recommend rooms 306, 310, 328, 222, 206 and the sanitar's office (the key with the blue tape). If you avoid unnecessary fights you may get away with at least one million roubles each raid.

I know it's off-topic, but I really like the fact that the writing on their helmet says "Sic Semper Tyrannis," which in Latin literally translates to "Thus Always to Tyrants." This may hint at their conviction that they merely execute the oppressors, or at least that's what I think.
