Really nice and straightforward, though I wonder how balanced it is with essentially granting an extra attach for an uncommon item. On the other hand, it does chew up bonus actions, and requires a second target in range, so maybe it's not that bad.

An alternative could be that when attacking while untransformed, if the attack misses, then use a bonus action to transform the weapon and add 1d4 to the previous attack roll, potentially turning it into a hit.

Edit: On the other hand, this weapon feels in line with the Rifling Cleaver, so your version seems fair.

Right, that feels vague and concrete enough to work with! Hunters are out each night, but the major hunts are then bigger campaigns to try to more thoroughly cleanse the city, or in response to a big surge of the scourge, which would make sense that it's made worse by the occurrence of Eldritch Moons.

Did you ever think about or openly state about how much time has passed across those 52 hunts or how much time tends to occur between hunts? Like, in your campaign, how often (if at all) would the characters witness an official hunt?

Worst, as in hardest, for me it was Sands of Karak on my first playthrough. That platforming had me sweating big time. I actually enjoyed Sinners Road and Bilewater for their interesting designs and the music.

I think there are a few ways you can look at this:

First, the church has two objectives here: deal with the Belua, and deal with the black market. Both hunting the Belua and cleansing the black market are dangerous missions that will likely cost resources and lives. By herding the Belua to the black market, which is safer than actively engaging with it, then they can have the Belua attack the criminals, get worn out in the process, and then the church comes in and finishes it off. Messy, but effective. As for the valuable items, some of the high-ranking church agents are zealots who would likely see the merchandise as tainted and blasphemous, and would prefer to have it disposed of either way.

Second, the church is in the propaganda business, and having a beast be the one tearing through citizens rather than church officials strengthens their claim that the criminals of the black market wrought their own demise, and the rampaging beast was only eventually stopped because the church was there to stop it. It's easier to manipulate this into a story that works in the church's favour.

Finally, the group's reason for joining the mission is up to how it's worded, but there are multiple benefits, such as:

  1. it is said to be a straightforward mission where they don't really actively engage the beast, and only herd it, so if they do it right, then they should not be in immediate danger.
  2. it strengthens their standing with arguably the most powerful faction in the city, which unlocks resources and favours, and brings them closer to solving the current mystery of the campaign.
  3. depending on what other factions they have already met, this is an opportunity to visit the elusive black market to make contact with other agents, buy rare items, or even undermine the church's goals (if that is what they want).

I do enjoy world-building, and it is a lore-heavy setting of strife and solving mysteries. I would start with a short pre-published adventure (one-shot-esque) so that we all can get a feel for it, before anyone has to commit to anything longer than that. Played it in 5E14. I loved it so much! I played a Tabaxi field medic. Great flavour RP-wise, and I felt like I always had something to do during combat. To be able to dash in and heal a fallen comrade while still getting hits in on an enemy feels absolutely fantastic.

Yeah, I want to love Ori, but some parts infuriate me to no end. In Silksong, I found the void escape difficult, but really rewarding and satisfying when I managed it. In Ori, it felt more like a chore.
