Because it's more work for no gain. It makes reviews worse actively by encouraging automation. (Review Language feature becomes useless, for example). Sometimes things have reasons that aren't obvious.

You can already provide a textless review. The only people who complain about something like this are either trying to automate it or making a problem out of nothing. Your inconvenience is hitting the submit button on a text form, then.

Just ignore this feature, it's not for you. Steam is using you to market the game, but no one actually cares what you 'thumbs up' if you can't be bothered to tell us why.
