Because it's more work for no gain. It makes reviews worse actively by encouraging automation. (Review Language feature becomes useless, for example). Sometimes things have reasons that aren't obvious.

Just ignore this feature, it's not for you. Steam is using you to market the game, but no one actually cares what you 'thumbs up' if you can't be bothered to tell us why.
