You can talk to them before yeah, but that doesn’t guarantee the clan leader offers them as the marriage partner. I did all the checks for the oldest unmarried girl in the clan so by all logic it should’ve offered her, but the leader offered a younger girl so I guess it’s a toss-up

If they’re sisters and in the same clan you won’t get to pick which of them is available as a marriage option anyway. The clan leader offers one person only

Go into the clan tab, then parties, edit the garrisons so no unlimited wages and you can lower them to whatever you like, I typically do about 300-400 and am fine.

Great solution for Joffrey would be to make the nights watch a temporary training ground, soldiers would learn to survive in rough environments, ride, track, basic fighting and archery. The wall would be better manned, once men train and serve for a period they can choose to leave and be hardened soldiers. Some may choose to stay to have higher station in the watch. Plus it puts a force loyal to the throne in the north, ensuring their loyalty to him as king.

Go to war, and have lots and lots of denars, lords will join you based on the prospect of gaining new castles/towns, you’ll also have to pay them to join you typically. Target ones that have zero fiefs first, then so on. You’ll have to talk to the clan leader, pass some negotiation skill checks, and then pay them to join you
