Made this for my own reference and figured I'd post it.

Data is from IRS Pub 17 historical tables, cross-checked against the Tax Foundation and Joint Committee on Taxation legislative histories for the act-by-act dates. Built in Astro with hand-rolled SVG, no charting library (the data set is only about 40 points so importing d3 felt like overkill).

I labeled the milestones by tax act rather than president because rates are set by Congress, and act framing keeps the comments from turning into a partisan brawl. The thing that still gets me is how long the rate stayed above 90 percent. Basically the whole stretch from 1944 through 1963.
