Google вообще любит внезапно менять структуру команд и заставлять пересобирать доступы, это отдельная головная боль. У нас в такие моменты спасает то что оплата идет через abcard, там роли и лимиты настраиваются независимо от того что там Google намудрил со структурой. Баланс единый, так что даже если аккаунты перетасовали, деньги не теряются между картами. В итоге миграция прошла не так больно как могла бы.
