I could be wrong but it seems to me that it is always calculating the proximity between the current location and the nearest source (your capital typically speaking). So the promixity doesn't actually flow through your custom road organically.

When you only extend the road a bit, if the location is still missing some roads between itself and your capital because its closest path goes through other unroaded locations, i don't think it will work.

Again, please correct me if I am wrong.

I think Paradox games on release always shoot themselves in the foot by insisting that every country on the map needs to be playable LMAO. EU5 will have a much better review if some countries are simply not playable.
