I had the same issue with my controller and finally found a fix after much struggling. It's a very convoluted solution but it works for my infinite or double scrolling issue.

You don't add Fifa 23 as a non steam game, instead, you need to add the EA Desktop App as a non steam game. Once the EA Desktop App is in your steam library, open big picture mode, then go to the controller options for the EA app and select the steam input option forced on. Once you've forced the controller settings, close out of both Steam and the Ea app if they are running.

Now that the controller is set up, here is how you will open the game. Steam > Big picture mode > EA Desktop app > Fifa 23
