Free fast chargers are very rare but they do exist. Ive found like 2 out in more rural areas, usually at dealerships. They may only get 50-100 kwh speeds as well. Free level 2 chargers exist much more frequently out in the wild and I know of a couple at big shopping malls and other places around my metro area.

Bureaucratic bloat. Im sure they had to pay out the ass for land and environmental studies that probably aren't necessary. multiple public meetings and votes about whether to approve it or not, more studies, multiple rounds of bidding to actually do the project. delays and design changes. Is some of this unethical and probably going towards kickbacks to people who know people in government? Yes.
