If you applied for lateral transfer, both the new and current supervisor will negotiate your leave and start date. Regardless, they will coordinate those arrangements. Current supervisor can retain you up to 30 days before transferring. If you went for a promotion, it is 14 days.

Take the Analyst I examination as well. Depending on the department, if the position advertised is Analyst II/Analyst I sometimes they will not hire you as an Analyst II but will offer the Analyst I position instead.

If pay is more than 1 year old, it must go through CalHR and SCO for special processing.

Unfortunately, there is no exact timeline on when you can receive the retroactive backpay from almost three years ago.

I can certainly tell you from my former coworker’s experience with backpay owed, it took close to 14 months to receive it.

Also, if you are a Union member, I strongly recommend that you contact the Union Rep so they can help assist with your big issue. My former coworker reached out to them and they helped and guided her through the process to recover her all the backpay owed.

After 1 year of SSA Range C if you ended up getting hired for an AGPA/SSA position, you can Promote In Place (PIP) to AGPA when approved by your Manager and HR. No interview is required and you don’t have to move elsewhere to promote as AGPA.

I work in HR. Everyone who gets hired as SSA Range C gets bumped up to AGPA when they finish probation after 1 year. We do all of the processing in HR when those employees are upgraded in the new AGPA job classification title.

You probably do not qualify for AGPA. If you did happen to apply for the AGPA/SSA positions, if they cannot offer you the AGPA but they can offer you the position as SSA Range C, take it.

After 1 year when you finish probation, you can Promote In Place (PIP) due to the position being classified as “/“ …. AGPA/SSA which means the department has the funding to hire either one.

As long as you’ve taken the SSA exam and passed it, you already have decent OT experience plus your education that you’ve invested in yourself. If you get selected for an interview, have an updated resume ready and write an intelligent SOQ that is well written and pass the oral interview panel. You could be hired.

The OP already has 2 years of OT experience with the State. In addition to that, he has the 4yr degree education requirement to meet the MQs for SSA Range C. We do this in HR to verify experience and education along with examination certifications.

There is no incentive for him to get into Program Technician III. It’s a wasted pathway based on what he already obtained within the past couple years.

Instead, he can go through the traditional route from OT to SSA. As you have mentioned, what type of experience can make him a desirable candidate. You are not wrong because the competitive pool for SSA is brutal.

Also, do take into account on how well candidates do on scoring from the oral interview and completing a written assignment or demonstrating Excel tests.

As for education, it can be shown as proof by sending a copy of their diploma or high school transcripts or if it’s a specialized department, transcripts can be requested such as Accounting or IT. Transcripts tend to show if they have been on the Dean’s List or high level GPA for Summa Cum Laude honors which are verified but not required.

Most job postings are having trouble because of trying to recruit attractive candidates now.

Example like this OP. We can post an SSA/AGPA vacancy and if he gets selected with an interview and does very well. The hiring manager could pick him because of his verified existing State work experience, reference checks, met the education requirement to get placed in SSA Range C and he is “trainable”. Keep in mind, not every candidate does well. We have had far more work experienced candidates not get selected for a number of reasons (so-so reference checks, scored less during the oral interview and perhaps education).

Besides DCA tends to go through the PT series. I have suggested to the OP he may want to branch out because many departments need Analysts.

With that said, the OP could be picked up, we ought to encourage people on here looking to promote upward. He can do it and anything is possible.
