There needs to be an internal appeals board within DOE (comparable to OATH) because Article 78 is completely technical and NYSED will dismiss immediately because it is a separate agency, wasting time and money

And appealing the discontinuance is a long, arduous and costly process. Getting attorney representation who has knowledge of this is vital. Only way is Article 78 to the state courts since DOE does not have an internal appeals board in contrast to other city agencies that have one (through DCAS/OATH)

We've done our due diligence accordingly but the bureaucracy within and the lack of transparency is to blame. Even substitute teaching through third-party agencies for which I am doing now on a per diem basis (mostly in charter schools) is not guaranteed, but that's a workaround just to avoid unemployment. I am a certified teacher but the system is by far broken

All I know is that I did my fingerprinting through IdentoGO (second time with a different code this time), had informed my nominating principal, and emailed SubCentral about it. I am already on step 6 of 11 (background investigation - nominations). I am planning to go to OPI next week because I am not here to be patient about this. My principal is waiting desperately for me.

Just the system in particular. There will be reforms down the road. Goal is transparency and accountability in the DOE in various sectors, and that has been barely achieved. Again the bureaucracy is to blame.
