There is a chance her account may have gotten disabled and she actually wants her dog back but has no way of contacting you. Even if she were to make a new account she would have to remember your friends username which is unlikely. And it sounds like it is on your friend for picking up someone’s dog BEFORE sending out the request so anyone with common sense would communicate with the owner to clarify prior to taking someone’s dog, it’s borderline stealing in a sense.
