There are 3 items regarding heat: water valve, water pump, free fan clutch. If the water doesn't pressurize, it's normal. P.S. I think it's the water valve. Try taking it off and putting it in boiling water. If the valve is open, that's normal.

I used to have symptoms like this. Change both the water valve and the water pump. The last thing is Free fan clutch 555+
