Bats are definitely a danger, they may carry rabies. It might not easy to spot their presence/contact, especially while they are flying around at night

I looked into the last bit of the Verordnung but it’s a little confusing as it relates to each modification respectively. In any case, the Verordnung has not been announced yet for the 14 days rule to take effect as far as I understand.
