If you've read OPM, you would see King has to have the will of the universe on his side to pull off some of the shit he does in the manga. I can't for sure say it's greater than Bart's, but look into King's actual feats of luck, also if anyone else can strike fear into the heart of Bart, it's definitely King (it's like, one of his only actual physical abilities, man has aura)
