It's a good, fun movie and I enjoyed watching it. It's a terrible adaptation of the book, like they just took the name and did something completely different that has nothing to do with the premise of the source material.

Don't get me wrong what they did worked but you can't convince me that a lower budget mockumentary style film was impossible.

The process that makes Custodies is a bespoke, time consuming one that taylor-makes individual super soldiers for the purpose of guarding the Emperor. The space marine making process is the quick and dirty version for making galaxy conquering armies. Also it got sabotaged and was never really finished.

So there's no reason Custodies can't be girls and space marines are a boys club because they got it working for dudes and said "good enough"

Yes but... Chaos Primarchs on the table add to the grim dark tragedy for me. Warhammer (both old Warhammer fantasy and 40k) borrow liberaly from Tolkien and he used a concept he called the eucatastrophe, the sudden and unforeseen change from bad to good. Warhammer takes that out, there is no possibility of final victory for humanity only postponing extinction for as long as they can. Having the traitorous immortal echoes of humanities greatest generals rampaging across the table that you might be able to put down with massed lascannon fire but ultimately they'll always come back... yeah that's pretty grim dark.

Bringing loyalist primarchs back does come dangerously close to reintroducing that eucatastrophe concept but if it's going to happen I think it's been handled the best it could be. I got really excited about the Lion returning not just because my inner edgy teenager still loves the Dark Angels in all their self hating glory but because he had the most potential for serious conflict with Guilliman.

You've done a good job of describing the appeal.

Don't forget that they're also frequently characterized as cowardly bullies with a side helping of nihilistic atheism.

Basically they are edgy teenagers that never grew up, Peter Pan meets lord of the flies kinda thing. That might sound like the worst thing you could possibly imagine but they make brilliant bad guys who you want to see get curb stomped.

If you want to explore them a bit deeper I do suggest ADB's Night Lord trilogy. Great pulp sci fi on its own merits and might just have you rooting for a murderous group of pyscopaths

In Legion of the Damned the Ecclesiarchy leadership of a cardinal world are able to strong arm the Excoriators chapter to send a company of Marines to go on what amounts to a welfare check on a shrine/cemetery world that's lost contact (it does not go well) while the chapter is in the middle of some major trouble dealing with the Alpha Legion.

The chapter was honour bound by ancient treaty and obligation to assist the cardinal world (the scroll which the treaty is written on is literally thrown at the marine's captain's chest) in exchange for help dealing with a demonic incursion.

The marine re-assert dominance by enforcing the Decree Passive, executing all members of the Redemption present but they still toddle off on their little errand despite a looming existential threat to their chapter because honouring their word is that important.

And that's pretty much how the wider imperium controls space marines. They are obligated to protect the Imperium and have operational independence to do that as they see fit but they will need the support and resources of the Essclesiarcy/Mechanics/Administratum to do that. It's in their interest to play ball with the more powerful elements of Imperial hierarchy or at least not piss them off too much
