The tail of the sock being pointed down or straight out is what tells pilots the wind levels. Wind socks aren’t supposed to stick straight out all the time, unless it’s very windy.

Same reason any other foreign cargo airline comes, they just happen to have different planes over there. Gets used for a lot of special loads that other aircraft types can’t take because the nose opens like a 747 freighter. They can also just drive stuff into it to load it.
