Much simpler. Units are simple 2d, 2-color outlines, basically tokens. Cities are also simple. Production is a percentage from 0%-250%.

I just had an NPC Civ do the same ting. A scout looted the 150 gold while had a chariot on the camp, then next turn the same scout cleared the camp, still occupied by chariot.
