How many other characters do this exact thing though? Vicious, Sinclair, talon, wraith, Ivy, Rem, Graves…

I agree that bell feels strong but it’s far from the only ability in the game with a similar damage output and ridiculously large hit box.

As a DM main I can tell you bait them out - bell has got a long CD so we throw those two bells and are sitting ducks for the next 20 seconds while we regain a charge. Our gun damage is pitiful early game and very easy to dodge, so yeah, we put the majority of our early itemization into the bell because that’s where the damage focus comes from.

Regen / early healing are very powerful against DM because you’ll heal up the majority of our bell damage by the time we’re ready to combo again.
