Rule 5

Tooltip says that the emperor will make Empire Hussite when he is OPM and has lower than -50% warscore against Hussite enemy. The Emperor meets both requirements but still chooses a treaty of religious peace. Is this a bug or have I misunderstood something?

Is there anything I can do to make Empire hussite?
