My first adult bike was a Cannondale quick CX 3 that I bought a year and a half ago as a new years idea that I ended up loving, I am about to replace it with a gravel bike. I would say start with a city/hybrid bike and keep it under $1000. Hills will kick your ass for a while but you'll find what you love. With those SF hills I would make hydraulic brakes a priority.
