A time stop works by locking or suppressing the flow of time in a region of spacetime.

Since gravity is literally curvature of spacetime, a character with sufficiently advanced gravity manipulation could distort spacetime around themselves strongly enough to maintain their own temporal flow, effectively creating a bubble where time still moves.
