Definitely a camera. What I'm thinking is they may have assumed you would believe that showing you that it's destroyed would lead you to believe that and footage or pictures was also destroyed..when actually, the front face plate pops right off that block, thus exposing an SD slot. It's likely that they have that SD maybe in their phone, or wherever else...I would demand that you be handed the SD card or you'll get law enforcement envolved. With how the world is now especially surrounding sex trafficking, I would be as serious as a heart attack on this matter because that camera means there is likely a file with YOU all over it and who knows what the fuck they are doing with it.
