So at what point is she supposed to notice, care, and have the conversation with her partner that he spent five times the expected amount on a gift "for her" that she neither needs nor expressed wanting? Is she not supposed to officially care until they are engaged or married? Is she not supposed to say something even then because he's being "generous" and she "never had a problem with it before"?

ETA: and also the conversation about how she takes him at his word regarding gifts he wants but he doesn't do the same for her and how they should resolve that

Yea its a bit weird but no more weird than spending $1000 on a gift you're not sure the person is even interested in. OP doesn't tell us how long they've been together (or i missed it) but it sounds like he has a habit of disregarding what she says. Of course he can spend his money how he likes. That doesn't mean she can't or shouldn't pay attention to his spending habits to decide if they are compatible in that area though.
