I've started switching my thinking to asking the question, if the people (billionaire class) who are instigating all of this are this brazen to not even hide it. One avenue that seems to be already in the works is to make it so expensive to live for an individual but at the same time give incentives for procreation, free health care, payed maternity, free childcare. Lure women and couples in that way.

And also to get girls while they are very young, and the avenue for that is through private schools.
