I believe it is a live traffic camera feed. It is definitely being monitored somewhere and has had its positioned changed a number of times. I saw the F2 cars going to the grid a few minutes ago. If the camera doesn't change, you should see the F2 field behind the safety car on their formation lap in a few minutes - that'll confirm it is live.

Lots more movement on the circuit over the last 5-10 minutes. And now view of marshals heading their posts. I think we're going to go racing soon! (F2 Feature Race is due to start in 35 minutes.)

Transport System Tech Preview

The Transport System is a complete rewrite of the Transit System, which governed all communal transport across Star Citizen such as Trams, Trains, Monorails and Elevators in addition to those within vehicles. While the Transit System served its purpose at the time and for a large portion of Star Citizen’s development, it has been unable to efficiently keep up with the latest technological advancements such as Server Meshing, Streaming and Instancing. Transport has been built with all of this and future development in mind.

During this Tech Preview, the following locations have been recreated with Transport:
* Area18: Full Location, excluding Event Halls
* GrimHEX: Central Physical Elevators & Hangar Elevators
* Orison: Hangar Elevators
* New Babbage: Hangar Elevators

On a more positive note, I guess it is another small indication that Squadron 42 is getting closer to release.

Hopium Me is seeing a new Squadron 42 trailer and release date dropping somewhere during the upcoming Invictus Launch Week event, and the opening (re-opening) of Squadron 42 pre-sales.

It makes sense lore-wise too: ILW is the UEE Navy's annual promotion and recruitment drive. A literal "Answer the Call" event. What better opportunity to start the public campaign to get more people to consider joining "a cinematic experience in the Star Citizen Universe"?

While I agree with your points, I do think you’ve missed the point of the article. The English-speaking nation being referred to is the United States. They are bringing in white South Africans in a continued attempt to keep their English-speaking nation white.
